臺北與上海雙城論壇之所以能如期舉辦，據臺灣媒體報導主要原因之一是柯文哲在「九二共識」問題上釋出「善意」，重申「一五新觀點」，並強調「可以理解並尊重大陸對九二共識的堅持」。然而，他所謂「理解與尊重」並非接受，估計蔡英文對柯文哲這樣的話也不會否定。而一再對蔡英文政府強調「九二共識」的北京方面，此次居然因為柯文哲的「九二善意」同意如期辦該論壇，其實說明官氣十足的中共領導不過看似有能力而已--連同那幫智庫人員。
另據媒體報導，柯文哲13日回答媒體提問「交流會不會盡量不提九二共識」時說，主隨客便，不會特別設限，保持兩岸交流，不管過程如何，結果最重要，「深呼吸放輕鬆，我們免疫力好就不怕細菌」。這段話表達出柯文哲對「九二共識」的真實態度，那就是不接受，甚至認為其有害。不過，「細菌」一詞恐怕不僅涉及「九二共識」，與上海官員亦非完全沒有關係。但即便柯文哲這麼說，預計上海市委常委、統戰部長沙海林仍將如期訪問臺北，甚至不會對他的話表示不滿。
媒體還問柯文哲「陸方做每件事情，都有其政治意圖，城市論壇的舉辦是否有考慮到這一層面」？柯文哲引用《孫子》中「勿恃敵之不來，恃吾有以待之」，表示對方既然出牌，「我方也可以因應，不管是怪牌還是怪招，都是預想中的事，我方會以維持對等跟尊嚴為原則」。實際上，柯文哲內心深處對中國大陸方面不無戒備，並且不認為對岸具有充分善意，於是「怪牌」、「怪招」都說出口。而「出牌」、「因應」等提法，表明他實際上認為現時兩岸關係（包括雙城關係）具有某種對抗性，並非單純的合作、交流關係。
